Patrick Gallegos was appointed Interim City Manager of Seal Beach on November 1, 2024, and officially named City Manager by the City Council on June 23, 2025, following an extensive seven-month evaluation process.With 13 years of dedicated service to Seal Beach since 2012, Mr. Gallegos has deep institutional knowledge and proven municipal expertise. As Assistant City Manager since 2014, he served as lead negotiator for labor agreements with all city labor groups, managed city franchises including solid waste services, oversaw IT infrastructure, and functioned as Risk Manager and Public Information Officer. His foundational municipal career includes diverse roles in other Orange and Los Angeles County municipalities.Mr. Gallegos holds a Master's degree in Public Policy and Administration from California State University, Long Beach. His proven leadership encompasses financial stewardship, strategic planning, labor relations, and community service delivery. He excels in managing complex municipal operations while fostering collaborative relationships with city departments, officials, residents, and businesses.As City Manager, Mr. Gallegos provides policy recommendations to the City Council, oversees daily municipal operations, manages the city's annual budget, and directs comprehensive city services including Community Services, Community Development, Finance, Marine Safety, Police, and Public Works—supervising approximately 100 full-time employees. He has expressed deep personal and professional commitment to Seal Beach and looks forward to continued service to the community.
