Public Access to Ethics and Fiscal Training Records

California Senate Bill 827 requires local agencies to provide clear instructions explaining how the public may request copies of ethics and fiscal/financial training records for covered officials.

The City of Seal Beach is committed to transparency and compliance with state law. Members of the public may request training records using the process below.

Members of the public may request the following records:

Ethics training records (AB 1234)Assembly Bill 1234 requires certain City officials, including elected and appointed members of commissions, committees, boards, and other legislative bodies (as defined in California Government Code §§ 53234, 53235.1, 53235.2) who receive compensation or expense reimbursement to complete ethics training every two years. This training ensures that public servants understand and follow key ethics laws and principles while performing their duties.

Fiscal and financial training records (SB 827)As of January 1, 2026, City officials, including elected and appointed members of commissions, committees, boards, and other legislative bodies (as defined in California Government Code §§ 53234, 53235.1, 53235.2) are required by Senate Bill 827 to complete training in fiscal and financial management every two years. The training covers budgeting, financial reporting, auditing, debt and investment management, and responsible stewardship of public resources.

Officials serving as of January 1, 2026 must complete their first training by January 1, 2028, so some records may not yet be available.

How to Request Training Records

Copies of a Certificate of Completion may be obtained by submitting a Public Records Act request. When submitting a request for public records please include the following information:

  • A brief description of the records requested
  • First and Last Name
  • Email Address
  • Phone Number
  • Mailing Address

Response Time

The City will respond to your request in accordance with the California Public Records Act, which governs timelines and disclosure requirements. SB 827 requires local agencies to maintain ethics and fiscal training records and make them available to the public upon request.
