The Administration and Engineering Division is responsible for directing, planning, organizing and managing the infrastructure for Beach, City Buildings, Sewer System, Water System, Parks, Trees, Landscape and Streets. Included in engineering is grant preparation, contract oversight, land development, construction activities, and coordination with various agencies such as Coastal Commission, OCTA, Orange County Public Works, etc.
The Division also prepares and oversees the City’s Bi-Annual Budget document and Capital Improvement Program (CIP). The Department of Public Works is dedicated to improve your quality of life.

Additionally, the City uses the American Public Works Association (Standard Plans and Standard Specifications “Greenbook”), Caltrans, or County of Orange standards as necessary.
Permits & Fees
To ensure all private and public activity on public right-of-way, the City issues various permits. Permits range from excavation to banner to news racks. Development
The Engineering Division’s Land Development section is responsible for all entitlement procedures ranging from lot line adjustments to Parcel Maps to Certificate of Compliance. A grading ordinance was adopted which can be viewed here. Forms can be viewed here:
