The following description is a general overview of the benefits provided to City of Seal Beach eligible employees. Please refer to the applicable MOU for more detailed benefits information.
Retirement: The City contracts with CalPERS to provide retirement benefits. While the City does not participate in the Social Security System, federal mandate requires new employees to contribute 1.45% of wages to Medicare.
Holidays: The City observes 11 paid holidays, plus floating holiday (s) depending on the bargaining group.
Vacation: After one year of continuous service, 80 – 200 hours per year based on City service. Executive Management employees are given approximately 120 hours after one year’s continuous service.
Sick Leave: Accrued at the rate of eight (8) hours per month. Public safety employees accrue at the rate of twelve and one-third (12-1/3) hours per month.
Cafeteria Plan: The City offers a “cafeteria style” flexible benefits plan, with a fixed monthly contribution provided by the City. The benefits plan is covered under Section 125 of the Internal Revenue Code allowing employees to pay out-of-pocket health benefit premiums on a pre-tax basis.
Medical Insurance: The City contracts with CalPERS to offer medical insurance to employees, plus their qualified dependents through its cafeteria plan.
Dental Insurance: The City contracts with Delta Dental for dental coverage for employees, plus their qualified dependents through its cafeteria plan. There is a choice among two plans, Delta PPO and DeltaCare HMO.
Vision Insurance: The City contracts with Vision Service Plan (VSP) for vision coverage for employees, plus their qualified dependents through its cafeteria plan.
Life Insurance: The City contracts with Standard Insurance Company to provide basic group term life insurance for employees in an amount equal to $50,000. Premiums are fully paid by the City.
Income Continuation (Long Term Disability): The City contracts with Lincoln National Life Insurance Company to provide for income continuation of 67% of the employee’s monthly salary up to a maximum of $5,000 per month, whichever is lesser. Premiums are fully paid by the City.
Flexible Spending Account: The City offers a flexible spending account plan which allows employees to set aside pre-tax dollars for a wide variety of eligible nonreimbursable medical expenses and/or eligible dependent care expenses.
Deferred Compensation: The City offers the employees the option to defer pre-tax earnings through the ICMA-RC 457 Deferred Compensation Plan. City contribution depending on the bargaining group.
Employee Assistance Program: Available to City employees and their families for confidential, short-term counseling.
Tuition Reimbursement: Reimbursement is capped each calendar year at the rate of the California State University system for up to two (2) semesters of full-time undergraduate enrollment.
