Building & Safety ensures the health and welfare of the residents of Seal Beach by regulating the construction and occupancy of buildings. It continues a tradition that can be traced through recorded history for over 4,000 years in which people have become increasingly aware of their ability to avoid the catastrophic consequences of building construction failure. Today's codes are possible because of their efforts and the collaboration of Building Code officials and key segments of the construction industry. Compliance with those standards are met through plan review, permit issuance, and on-site inspection.
Plan Check makes sure a project meets code requirements and is safe before construction starts. It does so by processing permits and reviewing code compliance for structural, architectural, grading, and fire safety, as shown on submitted plans. This service saves the builder from costly mistakes that could be made during construction and lends the additional expertise of a construction professional to the project.
Inspection ensures that the work conforms to the permit, local codes, and the submitted plans. This is an additional protection for the consumer since it provides a check that the contractor is following the approved plans.
Code Enforcement is the prevention, detection, investigation, and enforcement of violations of statutes or ordinances regulating public health, safety, and welfare, public works, business activities and consumer protection, building standards, land-use, or municipal affairs.

New Building Codes effective January 1, 2011. All new permit and plan review applications submitted after December 31, 2010, shall be required to comply with the following codes:
